I just didn&#x2019;t expect the reason to be President Trump.&#xA0;&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;This spring, a coalition of tech companies, Republican lawmakers, and the president proposed a 10-year moratorium on state and local AI regulation. The move followed the passage of a handful of notable bills regulating AI at the state level, most prominently in California and Colorado. Proponents of the ban said it was necessary to prevent a patchwork of complex and contradictory laws from spreading across the country, hindering American innovation and ceding competitive ground to China.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;The idea of a moratorium was forcefully opposed by most mainstream Democrats, who saw it as a dangerous giveaway to Big Tech during a time of tremendous change. More surprising is the fact that the moratorium came to be bitterly opposed by many prominent Republicans, who saw the move as an intolerable infringement on states&#x2019; rights. Both sides understood that, due to ideological divides, Congress is unlikely to pass comprehensive AI regulations anytime soon. Republicans had already passed popular AI regulations in several states, including laws protecting individuals&#x2019; digital likenesses. And they want to pass more, starting with laws that seek to protect children from chatbot-aided suicides and related mental health issues.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;As the debate proceeded, even Republicans who had originally backed the moratorium, including Sen. Ted Cruz, reversed course. In July, the Senate voted 99-1 to strip the moratorium from the budget bill. And states quickly passed several more AI regulations &#x2014; including California, whose efforts to regulate AI companions &lt;a href="https://www.platformer.news/r/5184b4aa?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;we talked about last month&lt;/u&gt;&lt;/a&gt;.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;It was an overwhelming show of force from Congress in opposition to the president. This week, Trump fired back. The president &lt;a href="https://www.platformer.news/r/a795a5d3?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;ranted&lt;/u&gt;&lt;/a&gt; about state AI regulations on Truth Social, baselessly suggesting that they were part of a &#x201C;woke&#x201D; effort to &#x201C;embed DEI ideology into AI models.&#x201D; House Majority Leader Steve Scalise suggested on Tuesday that he would attempt to include a new moratorium in &lt;a href="https://www.platformer.news/r/90ec01b8?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;an upcoming military spending bill&lt;/u&gt;&lt;/a&gt;.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;And then journalists revealed that the president has undertaken an effort to ban AI regulations by decree. Here&#x2019;s &lt;a href="https://www.platformer.news/r/d7ab01bf?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;Tina Nguyen at &lt;em&gt;The Verge&lt;/em&gt;&lt;/u&gt;&lt;/a&gt;:&#xA0;&lt;/p&gt;&lt;blockquote style="margin: 0; padding: 0; border-left: #2047FF 2px solid; font-size: 17px; font-weight: 500; line-height: 1.6em; letter-spacing: -0.2px; color: #15212A;"&gt;&lt;p style="line-height: 1.6em; margin: 2em 25px; font-size: 1em; padding: 0; color: #15212A;"&gt;President Donald Trump is considering signing an executive order as soon as Friday that would give the federal government unilateral power over regulating artificial intelligence, including the creation of an &#x201C;AI Litigation Task Force&#x201D; overseen by the attorney general, &#x201C;whose sole responsibility shall be to challenge State AI laws.&#x201D;&lt;br&gt;&lt;br&gt;According to a draft of the order obtained by The Verge, the Task Force would be able to sue states whose laws are deemed to obstruct the growth of the AI industry, citing California&#x2019;s recent laws on AI safety and &#x201C;catastrophic risk&#x201D; and a Colorado law that prevents &#x201C;algorithmic discrimination.&#x201D; The task force will occasionally consult with a group of White House special advisers, including David Sacks, billionaire venture capitalist and the special adviser for AI and crypto.&lt;/p&gt;&lt;/blockquote&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;The executive order would also withhold federal funding for broadband projects for states that pass new AI regulations. It also charges the Federal Trade Commission to &#x201C;explain the circumstances under which State laws that require alterations to the truthful outputs of AI models are preempted by the FIC Act&#39;s prohibition on engaging in deceptive acts,&#x201D; bringing us a step closer to a world where &lt;a href="https://www.platformer.news/r/93ed3173?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;it becomes illegal for ChatGPT to criticize the president&lt;/u&gt;&lt;/a&gt;. (I&#39;ll also note that, as far as I can tell, there is no such thing as the FIC Act. Which chatbot wrote this thing? But the president cannot (yet?) preempt all state law via a simple decree, and I assume AI bills will continue to make their way through state legislatures.&#xA0;&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;By now Trump&#x2019;s efforts to assert unilateral power are commonplace, even if each one remains unsettling in its own way. More interesting is how poorly received this latest example has been by Republicans.&#xA0;&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;Trump&#x2019;s support for a moratorium came two weeks after a group backed by Andreessen Horowitz formed to fight state AI legislation. The group, Build American AI, is &lt;a href="https://www.platformer.news/r/c194fc76?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;linked&lt;/u&gt;&lt;/a&gt; to a network of pro-AI super PACs called Leading the Future that was created in August. (Leading the Future reportedly &lt;a href="https://www.platformer.news/r/9a47413d?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;outraged the White House&lt;/u&gt;&lt;/a&gt; by announcing that it would back some Democrats if they support accelerationist policies. It also drew attention this week &lt;a href="https://www.platformer.news/r/46ac056a?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;when it attacked a New York state assembly member&lt;/u&gt;&lt;/a&gt; who co-sponsored a bill requiring AI companies to disclose their safety protocols.)&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;According to the &lt;em&gt;Financial Times&lt;/em&gt;, Build American AI&#x2019;s leader had visited the White House just hours before Trump announced his support for a new moratorium. The proposal would &#x201C;prevent states from protecting against online censorship of political speech, predatory applications that target children, violations of intellectual property rights and data center intrusions on power/water resources&#x201D;.&#xA0;&#xA0;&lt;/p&gt;&lt;/blockquote&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;Arkansas Gov. Sarah Huckabee Sanders, a former Trump press secretary, also criticized the move, as did conservative lawyer Mike Davis.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;And why shouldn&#x2019;t they? AI is not particularly popular, and Americans are &lt;a href="https://www.platformer.news/r/24494f17?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"&gt;&lt;u&gt;increasingly concerned&lt;/u&gt;&lt;/a&gt; about its potential effects on their jobs, their children, and energy prices. Silicon Valley won the president&#x2019;s favor by paying him millions of dollars and creating crypto products that have enriched him and his family. It has not done the same for Republicans more broadly. And before too long, being seen as a &#x201C;pro-AI candidate&#x201D; may prove a more toxic brand than &#x201C;pro-crypto candidate&#x201D; ever was.&lt;/p&gt;&lt;p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"&gt;Trump&#x2019;s effort to smother AI regulations despite overwhelming opposition from the public and Congress offers yet another reminder of his willingness to auction his policy positions to the highest bidder. But the backlash illustrates that most American politicians still show real concern about what their constituents think.
