President Trump said that by Friday, the United States and China would reach some sort of agreement. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And in fact, it seems a framework is now in place. Here's <a href="https://www.platformer.news/r/5bef947f?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">Emmett Lindner in the <em>New York Times</em></a>:</p><blockquote style="margin: 0; padding: 0; border-left: #2047FF 2px solid; font-size: 17px; font-weight: 500; line-height: 1.6em; letter-spacing: -0.2px; color: #15212A;"><p style="line-height: 1.6em; margin: 2em 25px; font-size: 1em; padding: 0; color: #15212A;">President Trump said on Friday that a deal to separate TikTok from its Chinese owner, ByteDance, had been approved by China’s top leader, Xi Jinping.<br><br>“He approved the TikTok deal,” Mr. Trump told reporters Friday afternoon at the White House. But he also said there was more work to do on the deal, and he provided few details of what an agreement would look like. “We have to get it signed,” he said.</p></blockquote><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">For the Chinese government's part, Lindner reports, the country “respects the wishes of the company in question and is glad to see business negotiations in line with market rules and a solution that conforms to Chinese laws and regulations and takes into account the interests of both sides.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Most of the actual deal points remain elusive. As with the Trump Administration's chaos-causing move to start charging $100,000 for the H-1B visas that many skilled tech workers rely on, this story unfolded via a series of social media posts, contradictory reports, and a near-total abandonment of typical processes. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">What we do know about the deal currently taking shape is that it is very strange. Today, let's talk about the what makes it different from previous cases where the US government has forced a Chinese company to divest — such as <a href="https://www.platformer.news/r/67cd719f?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">Grindr in 2020</a>.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">It's a giveaway to Trump's allies.</strong> The deal already stood to benefit Trump backers including Oracle's Larry Ellison and Andreessen Horowitz. Over the weekend, Trump said that <a href="https://www.platformer.news/r/2dcbaa97?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">Rupert and Lachlan Murdoch also may be involved in the deal</a>, possibly through Fox Corp.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><em>The New Yorker's </em>Clare Malone noted the speed with which Ellison and his son David are consolidating their power over the US media; David Ellison is reportedly preparing a bid for Warner Bros. Discovery, owner of CNN and HBO. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">"In a matter of weeks, the Ellisons could own a movie studio, multiple television streamers, two news networks, and have a significant stake in the world’s fastest-growing social-media platform, all while hosting the data of millions of users and providing much of the cloud-computing infrastructure that powers corporate America — a level of vertical integration that, even in an age of rapid consolidation, is unprecedented," Malone writes.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">I'll admit to laughing when I read Bloomberg's report that the US government <a href="https://www.platformer.news/r/0048d519?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">would not take a board seat on the new TikTok</a>. Trump is hand-selecting all of the new owners himself. Why would he care who is on the board?</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">Investors are going to have to pay the Trump Administration billions of dollars</strong>. There's no precedent for a president insisting that investors in a forced divestiture of a corporation pay the government. But Trump expects that investors will pay the United States multiple billions of dollars, <a href="https://www.platformer.news/r/879b2123?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">the <em>Wall Street Journal</em> reported</a>. "Investment bankers advising on a typical deal receive fees of less than 1 percent of the transaction value, and the percentage generally gets smaller as the deal size increases," the <em>Journal</em> wrote. "TikTok’s US operations could be worth many billions of dollars depending on the final outcome of the deal. Still, a fee in the billions of dollars would be unprecedented."</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Why do investors have to pay the government billions of dollars for this? As far as I can tell, no one is pretending it makes any sense. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Why is Trump insisting on a payday for the government but <a href="https://www.platformer.news/r/9d07a79f?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">not taking equity in the new company</a>? Who knows.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">There's a strange back-and-forth about whether Americans can keep using their existing TikTok app or not.</strong> Last Tuesday, the <em>Wall Street Journal</em> reported that <a href="https://www.platformer.news/r/564028d4?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">TikTok built and is testing a new app for Americans</a>. Today, though, <em>Axios</em> reported that <a href="https://www.platformer.news/r/51d79819?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">your old TikTok app will keep working just fine</a>.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">One reason to push Americans to use a new app is for security: American officials have long worried that TikTok's Chinese origins make a lot of sensitive data available to the Chinese government. Have those concerns been addressed? In his remarks on the subject so far, Trump has said nothing about security.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">TikTok's recommendation algorithm will be "leased" to the new US entity, but also Oracle is going to "retrain" it.</strong> Last week, most reports said that the new TikTok would continue to use the same recommendation algorithm. That seemed absurd to me, given that one of the primary stated reasons for forcing the spinout was to remove any possibility that the Chinese government could manipulate Americans' recommendations. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Today, <em>Axios </em>and others are reporting that yes, the new entity <em>will</em> license TikTok's recommendation algorithm. But Oracle, which will provide much of the back-end infrastructure and security logging for the new entity, will retrain that algorithm. What does that mean, exactly? It <em>could</em> mean that Oracle takes the bones of TikTok's recommendations architecture and rebuilds the model weights using only Americans' data and American infrastructure. That might offer <em>some</em> comfort that TikTok would be protected from foreign influence. But no one is saying anything.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">It's not clear what China is getting out of all this</strong>. Why did China agree to Trump's terms? We can only speculate. In the <em>Times</em>, Lily Kuo <a href="https://www.platformer.news/r/255971dc?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">writes that it could help the country on the three matters it cares about most: tariffs, technology, and Taiwan</a>. "The fate of the app in the United States, where it is deemed a national security threat, pales in comparison to Beijing’s other problems like US export controls and tariffs, which could constrain China’s own economic and technological development," she writes. For now, it looks like China is hoping that giving up TikTok will create enough goodwill necessary to get a trade deal signed. But one wonders what else, if anything, may have been promised.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">What next? <a href="https://www.platformer.news/r/3b41f706?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">Bloomberg reports</a> that a forthcoming executive order will declare that ByteDance has met the terms of the law requiring it to divest TikTok, and give it another 120 days to finalize the paperwork. That's a lot of time for something to go wrong — or at the very least, for many more weird things to happen.</p><table class="kg-card kg-hr-card" role="presentation" width="100%" border="0" cellpadding="0" cellspacing="0" style="border-collapse: separate; mso-table-lspace: 0pt; mso-table-rspace: 0pt; width: 100%;"><tbody><tr><td style="font-family: -apple-system, BlinkMacSystemFont, Roboto, Helvetica, Arial, sans-serif; vertical-align: top; color: #15212A; margin: 0; padding-top: 1.5em; padding-bottom: 3em; font-size: 17px;" valign="top"><!--[if !mso]><!-- --><hr style="position: relative; width: 100%; margin: 3em 0; padding: 0; height: 1px; background-color: transparent; border: 0; border-top: 1px solid #e0e7eb; display: none;"><!--<![endif]--><table class="kg-hr" role="presentation" border="0" cellpadding="0" cellspacing="0" style="border-collapse: separate; mso-table-lspace: 0pt; mso-table-rspace: 0pt; width: 100%;" width="100%"><tbody><tr><td style="font-family: -apple-system, BlinkMacSystemFont, Roboto, Helvetica, Arial, sans-serif; vertical-align: top; color: #15212A; padding-top: 1.5em; padding-bottom: 3em; margin: 0; padding: 0; border-top: 1px solid #e0e7eb; font-size: 0; line-height: 0;" valign="top"> </td></tr></tbody></table></td></tr></tbody></table><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;"><strong style="font-weight: 700;">Elsewhere in TikTok</strong>: <a href="https://www.platformer.news/r/58fc8cae?m=51418983-c335-42dc-b433-9fac3bd4e54a" rel="noreferrer" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank">The app had 183 million users</a> across iOS and Android last month — higher than Facebook, Instagram, Pinterest and Snapchat, according to third-party estimate.
