In some cases, those people have died by suicide, and their families have sued chatbot makers for negligence. Last week, the Federal Trade Commission opened an inquiry into chatbots and children, seeking information from leading AI companies into how their products affect young people.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Just today, the Senate held a hearing on chatbot dangers at which the parents of recent teenage victims spoke.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The mounting pressure demanded some kind of response from the platforms. And on Tuesday, we got one: in a <a href="https://www.platformer.news/r/20a22aaa?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>blog post</u></a>, OpenAI said it would roll out new teen accounts with parental controls by the end of the month. The company also said it is “building toward a long-term system” that will attempt to detect when a user is under 18 and route them to “a ChatGPT experience with age-appropriate policies.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The changes in some ways resemble the teen accounts that Meta <a href="https://www.platformer.news/r/933719d7?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>rolled out on Instagram last year</u></a>. As with Instagram, OpenAI <a href="https://www.platformer.news/r/bb19810d?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>says</u></a> it will let parents link their own ChatGPT accounts to their children’s. Linking accounts will let parents turn off ChatGPT’s memory and chat history, if they like, and to set “blackout hours” that prevent teens from using ChatGPT. The company also said linking accounts would let parents “guide how ChatGPT responds to their teen, based on teen-specific model behavior rules.” It’s not clear to me what that means; I’ve asked OpenAI if it can clarify.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The most significant consequence of teen accounts, though, relates to children who are expressing thoughts of self-harm. Once they link accounts, OpenAI says, parents will be notified “when the system detects their teen is in a moment of acute distress.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The company added:</p><blockquote style="margin: 0; padding: 0; border-left: #2047FF 2px solid; font-size: 17px; font-weight: 500; line-height: 1.6em; letter-spacing: -0.2px; color: #15212A;"><p style="line-height: 1.6em; margin: 2em 25px; font-size: 1em; padding: 0; color: #15212A;">If we can’t reach a parent in a rare emergency, we may involve law enforcement as a next step. Expert input will guide this feature to support trust between parents and teens.</p></blockquote><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">This feature reads as a direct response to the case of 16-year-old Adam Raine, which was <a href="https://www.platformer.news/r/c7660e02?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>highlighted last month in the <em>New York Times</em></u></a>. Raine had shared his plans to end his life with ChatGPT, and after he engaged in some basic jailbreaking, ChatGPT helped him. The bot also discouraged him from sharing some of his feelings with his parents.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">“What began as a homework helper gradually turned itself into a confidant and then a suicide coach,” Raine’s father, Matthew, <a href="https://www.platformer.news/r/af5ba2c9?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>said</u></a> at the Senate hearing today. “The dangers of ChatGPT, which we believed was a study tool, were not on our radar whatsoever.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The hope with these new controls, which I suspect may become a model for the industry, is that they will save lives like Adam Raine’s. And I hope they do.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">At the same time, they represent an uncommonly steep trade-off between privacy and safety. Teenagers use scores of apps to communicate and to share their most intimate thoughts. Many of them will show in-app messages directing people to resources if they are expressing thoughts of self-harm. Networks where users post publicly will sometimes call law enforcement if other users report a post that suggests a person is at risk. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">But I’m having a hard time finding an analog for an approach like the one OpenAI is taking here — notifying law enforcement based on what are essentially users’ private conversations with themselves.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">In <a href="https://www.platformer.news/r/2c34d029?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>a blog post</u></a>, OpenAI CEO Sam Altman acknowledged the tension. He begins by outlining why, in most cases, the company believes ChatGPT conversations should be <em>more</em> private than other digital communications. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">“People talk to AI about increasingly personal things,” he wrote. “It is different from previous generations of technology, and we believe that they may be one of the most personally sensitive accounts you’ll ever have.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">He then goes on to call for these conversations to be legally privileged in the way that our conversations with human lawyers and doctors are.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">At the same time, he says, teenagers require a different calculus around privacy.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">And so the company will begin <a href="https://www.platformer.news/r/95194296?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>attempting to identify when users are under 18</u></a> and modify ChatGPT accordingly. For example, the new version (ChatGPTeen?) will block graphic sexual content, flirtatious role play, and common workarounds for its content policies. (Telling the bot you need help planning a suicide for a piece of creative writing, for example.) </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">“We realize that these principles are in conflict and not everyone will agree with how we are resolving that conflict,” he wrote in <a href="https://www.platformer.news/r/6fdedb1a?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>a blog post</u></a>. “These are difficult decisions, but after talking with experts, this is what we think is best and want to be transparent in our intentions.”</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Teen accounts will surely enable some significant number of life-saving interventions that might otherwise not have taken place. But it’s also worth asking to what degree they might also drive vulnerable teens elsewhere.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">Porn sites offer a relevant point of comparison. After the United Kingdom started to require adult sites to confirm users’ ages this summer, traffic to those sites plummeted. At the same time, sites that flouted the law thrived. Pornhub, for example, saw traffic drop 47 percent in the first two weeks after age-gating was introduced, <a href="https://www.platformer.news/r/58fb5c56?m=51418983-c335-42dc-b433-9fac3bd4e54a" style="overflow-wrap: anywhere; color: #2047FF; text-decoration: underline;" target="_blank"><u>according to the <em>Guardian</em></u></a>.</p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">AI models are becoming smaller and more capable all the time; you can already run very good ones on a modern laptop. It seems entirely possible that teens who are savvy to OpenAI’s alert system simply take their sensitive questions elsewhere. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">From OpenAI’s perspective, the problem is solved either way: as long as it is not the platform doling out self-harm advice, it avoids the legal and regulatory liability that is now rapidly mounting. </p><p style="margin: 0 0 1.5em 0; line-height: 1.6em; color: #15212A;">The broader world, however, will need additional solutions. Chatbots can have dangerous and unpredictable effects on vulnerable people, and there is no longer a single point of control to keep those people safe from them. OpenAI’s teen accounts could do a lot of good — but teens already have many alternatives to ChatGPT.
